Before importing, businesses must submit a cosmetic declaration for chemical-treated cotton pads. It is advisable to complete this declaration before the goods arrive to avoid additional costs, such as storage fees or container handling charges.

Conformity and Standard Declaration for Imported Cotton Pads
Both types of cotton pads require a Conformity Declaration and a Standard Declaration. However, the specific declaration needed depends on the type of cotton pad.
- These declarations should be completed before the products are sold in the Vietnamese market.
- While declarations can also be made after the import process, completing them beforehand ensures the products are ready for sale once they clear customs.

Important Notes When Importing Cotton Pads
- Cosmetic Declaration: This must be completed before importing cotton pads. The cosmetic declaration applies only to chemical-treated cotton pads.
- Conformity Declaration: When preparing documentation for the Conformity Declaration, ensure the Certificate of Free Sale (CFS) and Power of Attorney are certified by the relevant consulate.
- Standard and Conformity Declarations: If the product undergoes a Standard Declaration, there is no need for a Conformity Declaration, and vice versa.
- Certificate of Origin (C/O): Request the seller to provide a Certificate of Origin to benefit from preferential tax rates under trade agreements.
