    • Circular 38/2015/TT-BTC dated March 25, 2015, amended and supplemented by 39/2018/TT-BTC dated April 20, 2018.
    • Decree No. 69/2018/ND-CP dated May 15, 2018.
    • Decree 128/2020/ND-CP dated October 19, 2020
    • Decree No. 43/2017/ND-CP dated April 14, 2017
According to the above legal documents, detergents are not on the list of prohibited imports, so businesses can import them like normal goods. For some detergents, businesses need to make a chemical declaration.

Detergent HS Code

Import-Export Tax Overview for Detergents

According to the import-export tax schedule:

    • Preferential Import Tax: Ranges from 0% to 10%.
    • Value Added Tax (VAT): 10%.
    • Special Preferential Import Tax:
      • Under Form D (for Southeast Asian countries):0%.
      • Under Form E (for imports from China): 0%.

Import Dossier for Detergents

According to Circular 38/2015/TT-BTC dated March 25, 2015, as amended and supplemented by Circular 39/2018/TT-BTC dated April 20, 2018, an import dossier for detergents must include the following documents:

    1. Customs Declaration
    2. Commercial Contract
    3. Packing List
    4. Commercial Invoice
    5. Certificate of Origin (C/O)
    6. Bill of Lading
    7. Other Supporting Documents

Detergent import process

Importing detergents involves sourcing from international markets such as China, Japan, Thailand, Korea, or India, with the majority of imports originating from China. Once both parties finalize the agreement, they proceed with the following steps:

Step 1: Customs Declaration

Enterprises submit their customs declaration through the Customs electronic portal. The declared information must align with the import dossier. After submission, enterprises wait for the goods classification results.

Step 2: Open Customs Declaration

The enterprise presents the import dossier and the classified declaration to the designated customs branch. Customs officers will review the documents and issue the final classification. Enterprises must open the declaration promptly, within 15 days of submitting the customs declaration.

  • Green Lane: Goods are cleared immediately.
  • Yellow Lane: Customs officers review the documentation in detail but do not physically inspect the goods.
  • Red Lane: Customs officers conduct both a detailed document review and a physical inspection of the goods.

Step 3: Clearance of Goods

Customs officials re-check the import records. If no issues are found, the declaration is cleared, and the enterprise pays the required taxes. Clearance is granted only after receiving a valid quarantine certificate, if applicable.

Step 4: Receive and Distribute Goods

Once cleared, the enterprise collects the goods and transports them to their warehouse, preparing for distribution to the market.
